	Stephen King County Administrator A graduate of the Virginia Military Institute and a licensed engineer in the Commonwealth, Stephen began with Rockingham County as the Director of Public Works in 2000. Prior to joining the county, Stephen served as the city engineer and Assistant Public Works Director for the City of Buena Vista. In 2004, he became the Deputy County Administrator and in 2016 was chosen for the County Administrators post. In his leadership role, Stephen works closely with the region's top business, academic and community leaders to shape and execute economic development strategies that lead to job creation and capital investment in Rockingham County and the greater Harrisonburg Metro Area.

	Casey Armstrong Assistant County Administrator With a degree in Environmental Science from Eastern Mennonite University, Casey leads the efforts of our Economic Development team. At the earliest stages of a project, Casey works closely with clients to help navigate the system and to ensure that there are no surprises. He is focused on your schedule and helping you to achieve successful project outcomes.

	Rhonda Cooper Director of Community Development With a Master of Planning Degree from the University of Virginia and over 25 years of experience, Rhonda plays an integral part in the development of programs that lead to successful long-term strategies for land use and development. Rhonda works closely with the Economic Development team to ensure that client’s needs are met while protecting the quality of life for County citizens.

	Joshua Gooden Economic Development & Tourism Coordinator A native of Rockingham County, Joshua serves as the County's Economic Development and Tourism Coordinator. With a degree in Business Administration from Bridgewater College, he is happy to assist current and future businesses showcase the county and surrounding area as a business location and tourism destination. Prior to joining the county, Joshua worked with the Virginia Department of Transportation. Kirby Dean Director of Parks and Recreation A native to Rockingham County, Kirby joins the county after 15 seasons of serving as the head basketball coach at his alma mater, Eastern Mennonite University.Kirby provides positive leadership to the County's recreational, after school, Summer Day Camp, and athletic programs through planning, promoting, directing, mentoring Parks and Recreation staff. He is a leader in completion of the new Rockingham Park at the Crossroads.
	Phillip Rhodes Director of Public Works A Rockingham County native and graduate of Virginia Tech, Phillip has extensive knowledge of the local landscape and the infrastructure that serves our citizens. With over 20 years of combined experience with the County and the Virginia Department of Transportation, he works closely with our team to ensure that issues surrounding utilities are fully understood by all invested partners.
